Lien Ha Thai Industrial Park (Green IP – 1) in Thai Binh province is fully named Lien Ha Thai Industrial – Urban – Service Park (GREEN iP – 1) North zone, approved for investment policy under Decision No. 180/QĐ-TTg dated February 8, 2021, by the Prime Minister and established under Decision No. 464/QĐ-UBND dated February 17, 2021, by the People's Committee of Thai Binh province.
Lien Ha Thai Industrial – Urban – Service Park North zone is planned within the Thai Binh Economic Zone, located in Thuy Lien commune and Diem Dien town, Thai Thuy district, Thai Binh province, with a total planned area of 807.88 ha, of which the industrial park land area is 588.84 ha and the urban area is 219.04 ha. As the first industrial park in the Thai Binh Economic Zone, Lien Ha Thai IP is planned as a multi-sector industrial park, focusing on high-tech industries with low environmental impact.

Infrastructure at Green iP – 1 is planned and built synchronously to meet the needs of investors, specifically:
Regarding the power supply system: Production power in the IP is ensured by two 110KV/22KV – 63 MVA substations. The 22KV line will be connected directly to the factory fence of investors operating in the IP.
Regarding the water supply system: Lien Ha Thai IP plans to build a water treatment plant with a capacity of 25,000 m3/day and night, effectively meeting the production water needs for factories operating in the IP.
Regarding the wastewater treatment system: Wastewater from factories in the industrial park will be treated by a centralized wastewater treatment plant with a capacity of 15,000 m3/day and night.
Internal road system and greenery are synchronously and meticulously invested.
Social infrastructure service system

Currently, Lien Ha Thai Industrial Park is in the process of completing infrastructure and has attracted the first investors, including some typical projects such as the Lotes Thai Thuy Vietnam Factory investment project of LOTES Vietnam Co., Ltd. with the goal of producing ram connector pins, connection cables for computers and electronic devices, and connectors to supply corporations such as Intel, Samsung, Sony... with a total registered investment capital of 120 million USD.
Greenworks Thai Binh Vietnam factory project of Greenwork Co., Ltd. with a total registered investment capital of 200 million USD with the goal of producing gardening equipment.
In addition, the industrial park has also signed principle agreements with a number of investors regarding land leasing, for example, Nam Tai Group has signed a principle agreement on leasing 42 hectares of land to invest in a project with a capital scale of about 100 million USD.
Investment costs at Lien Ha Thai Industrial Park – Thai Binh
- Infrastructure usage fee: 90 USD/m2/until 2071 (fee does not include VAT).
- Annual land rent: Investors leasing land in Lien Ha Thai Industrial Park will be exempt from annual land rent for 15 years from the time of land lease. After the exemption period expires, the annual land rent will be applied according to the regulations of the Provincial People's Committee at that time.
- Management fee: 10,000 VND/m2/year (equivalent to 0.434 USD/m2/year)
- Water supply fee: 12,000 VND/m3 (equivalent to 0.52 USD/m3)
- Wastewater treatment fee: 10,000 VND/m3 (equivalent to 0.434 USD/m3). The amount of wastewater is calculated as 80% of the amount of clean water used.
- Electricity supply price: Applied according to EVN's electricity tariff. Specifically, refer to: from 1,007 VND – 2,871 VND/KWh

Enjoy tax incentive policies in the Economic Zone
Because it is located in the Thai Binh Economic Zone planning, Green iP-1 Industrial Park enjoys full tax incentive policies. Specifically, production investment projects in Lien Ha Thai Industrial Park will enjoy incentives:
Preferential corporate income tax rate: 10% for 15 years (the normal tax rate is 20%)
In which: 100% exemption of tax payable for the first 04 years, 50% reduction of tax payable for the next 09 years.
The time for calculating incentives is from the time the enterprise has taxable revenue or from the fourth year of operation (whichever comes first).
This is considered one of the highest tax incentive levels that an enterprise can enjoy.
Abundant and stable labor source, low labor costs
Thai Binh is the 11th most populous province in Vietnam, and if considering only the Northern region, Thai Binh province has the fourth largest population with 1.942 million people. This brings to Thai Binh province in general and Lien Ha Thai Industrial Park in particular an extremely large workforce. Moreover, due to the agricultural tradition and difficult socio-economic conditions, the average income per capita is still low, and Thai Binh province belongs to region IV, which is the area with the lowest regional minimum wage. According to regulations as of 2021, the regional minimum wage for the area where Lien Ha Thai Industrial Park is located is about 3,070,000 VND/person/month (equivalent to 133.5 USD/person/month, excluding allowances and insurance).
