General Introduction
Diem Thuy Industrial Park was approved for addition to the planning of industrial parks in Thai Nguyen province with an area of approximately 350 ha under Official Dispatch No. 1854/TTg-KTN dated October 8, 2009, of the Prime Minister.
Diem Thuy Industrial Park includes:
Zone A: has the investor as the Management Board of Industrial Parks of Thai Nguyen province
– The area is 180 ha, currently being adjusted to 191.1 ha
– Approved for detailed construction planning at a scale of 1/500 in Decision No. 1084/QD-UBND dated May 18, 2009.
– Assigned by the People's Committee of Thai Nguyen province to the Management Board of Industrial Parks of Thai Nguyen province as the investor in 2011 and officially started construction in 2012.
– Location: Phu Binh district and Pho Yen district, Thai Nguyen province
– Total investment of over 1.4 trillion VND, the project's operation term is from 2011 to 2061

Infrastructure system
Diem Thuy A Industrial Park:
- Power supply system: In the short term, the power source for production in Diem Thuy IP is supplied from the 110kV/22kV Yen Binh I substation. In the long term, the power supply will be replaced by the 110kV/22kV Phu Binh substation with a capacity of 2×40 MVA. 22 kV power lines are connected to the boundary of each land plot in the industrial park.
- Water supply system: Clean water for production in Diem Thuy IP – Zone A is supplied from the Song Cong water plant with a total supply capacity of 20,000 m3/day and night.
- Wastewater treatment system: All wastewater in Diem Thuy A IP is collected and treated at the industrial park's centralized wastewater treatment plant with a treatment capacity of 3,000 m3/day and night. The wastewater treatment system is invested with advanced technology, and collection pipelines are arranged along the main traffic axes in the IP.
- Internal traffic system: The main axis of the industrial park has a cross-section width of 41 m, while branch roads have cross-section widths ranging from 19.5 m to 36 m, with roadbed widths from 7.5 to 21 m. The entire traffic system is completed with sidewalks, greenery, and lighting systems on both sides.
- Other infrastructure utilities: Communication system, lighting system, landscape greenery utilities, fire prevention and fighting system, and social service utilities such as universities, hospitals, banks, urban areas, worker housing, etc.
Diem Thuy B Industrial Park:
- Power supply system: The power source for production in Diem Thuy IP Zone B is taken from the national power grid through 110kV/22kV Go Dam lines running along the traffic routes in the industrial park, with a stable supply capacity of at least 300 KW per hectare, equivalent to a total power capacity of 29 MVA for the entire zone.
- Water supply system: Diem Thuy B Industrial Park is supplied with water from the Song Cong clean water plant located 1 km from the industrial park via D100-200 mm pipelines. The water supply capacity for the industrial park is 6,000 m3/day and night.
- Wastewater treatment system: The industrial park's wastewater treatment system has a maximum capacity of 3,500 m3/day and night, capable of treating wastewater to standard B before discharging into the environment.
- Communication system: The communication system serving Diem Thuy IP is managed by the Thai Nguyen Post Office, including a modern, high-speed, broadband communication system connected according to investors' needs.
- Internal traffic system: The main axis of the industrial park has a cross-section width of 41m, with a roadbed width of 21 m; branch roads in the industrial park have cross-section widths from 19.5 m to 36 m, and road surface widths from 7.5 m to 21 m. The entire internal traffic system is paved with Asphalt.
Other social infrastructure and service utilities: Diem Thuy B Industrial Park is built with a fire prevention and fighting system according to regulations; it is located near bank headquarters and branches; near universities such as Thai Nguyen University of Technology and Thai Nguyen University of Education, and is located in a densely populated area with an abundant labor force of over 310,715 people of working age; good natural geological and climatic conditions.
Current status of investment attraction
Diem Thuy Industrial Park Zone A has currently leased 100% of the total industrial park area with over 60 investment projects, mainly from South Korea and Vietnam, with a total registered investment capital of over 600 million USD. Some typical projects include: Medical equipment and dental instrument manufacturing project by Mani Hanoi Co., Ltd. (Vietnam); TV frame and OLED screen manufacturing project by ALK Vina JSC (South Korea); Processing and installation project for coating lines by Chang An Vina Co., Ltd. (South Korea); Metal processing and coating project by Myungjin Electronic Vina Co., Ltd. (South Korea).
Although approved for investment since 2009 and extended in 2014, to date, Diem Thuy Industrial Park Zone B has only completed site clearance for about 1/3 of the total industrial park area. Furthermore, as of 2021, according to the conclusion of the Government Inspectorate, the project is 75 months behind schedule according to the approved Investment Certificate and is being proposed for revocation. In the industrial park, there are only 3-4 operational projects, including the electronic component manufacturing project by Young Jin Hi-Tech Vietnam Co., Ltd.; the automotive cable harness manufacturing and processing project by UJU Vina Thai Nguyen Co., Ltd., etc.
Investment Costs
Diem Thuy A Industrial Park:
- Infrastructure rental fee: 50 USD/m2/entire lease term. The unit price varies depending on the area and location of the leased plot.
- Infrastructure management and maintenance fee: 0.3 USD/m2/year
- Land rental fee: Applied according to the land price list announced by the Thai Nguyen Provincial People's Committee at each time, with a maximum exemption of 11 years according to the decision of the Provincial People's Committee.
- Power supply price: Applied according to EVN's power tariff (1,007 – 2,871 VND/Kwh)
- Water supply price: 13,000 VND/m3, the unit price may change according to the decision of the Thai Nguyen Provincial People's Committee.
- Wastewater treatment fee: 8,400 VND/m3 (equivalent to 0.34 USD/m3)

- Land rental fee: Annual land rental payment method, the unit price is applied according to the rate stipulated by Thai Nguyen province.
- Power supply price: Applied according to EVN's power tariff
- Water supply price: 13,000 VND/m3, the unit price may change according to the decision of the Thai Nguyen Provincial People's Committee
- Wastewater treatment fee: 0.3 USD/m3, calculated based on 80% of the clean water used
