Chairman of Bac Ninh Provincial People's Committee Vuong Quoc Tuan recently held a meeting with departments, sectors, and localities regarding the progress of site clearance for Nam Son – Hap Linh Industrial Park. At the meeting, Kinh Bac City Development Holding Corporation (KBC), the infrastructure investor, along with relevant units, reported on the project's implementation status.
Nam Son – Hap Linh Industrial Park: approximately 40% of the area compensated
Nam Son – Hap Linh Industrial Park covers an area of 402 hectares, with KBC as the investor. The project is part of the industrial park planning approved by the Prime Minister.
To date, the investor has completed compensation for 42 out of 118 households, equivalent to 8.5 hectares out of a total of 21.3 hectares, reaching 40%. Currently, 12.8 hectares are in the process of compensation payment, which will continue from February 7, 2025.
There are 4 hectares for which the compensation plan has not yet been approved. The reason is that the documentation for adjusting the Decision of Tien Du District People's Committee regarding the recognition of land consolidation results is still being finalized.
Regarding the defense land portion, KBC has proposed an early plan for site handover to implement the project. In parallel, to be ready to welcome secondary investors, the enterprise is urgently completing land procedures. KBC is also leveling the site and building infrastructure on the compensated area.

Setting specific timelines for each task
Chairman of the Provincial People's Committee Vuong Quoc Tuan acknowledged the positive spirit of the departments, sectors, localities, and the investor in the site clearance work at Nam Son – Hap Linh Industrial Park. According to him, industry continues to be the driving force for urban-service development and enhancing the province's position. Therefore, right from the beginning of 2025, Bac Ninh has aggressively implemented infrastructure projects to attract investment.
Mr. Tuan set specific timelines:
- From February 7: The investor and Tien Du district shall coordinate to focus on paying compensation for the 12.8 hectares, creating consensus and positive impact among the people.
- No later than February 15: Tien Du District People's Committee shall approve the compensation plan for the remaining 4 hectares.
- Before February 20: Relevant units shall definitively resolve the defense land area.
Progress of two industrial park projects in Que Vo town
Also on this occasion, the Chairman of the Provincial People's Committee worked with units and localities on the progress of the Que Vo II Industrial Park – phase 2 and Que Vo III Industrial Park – subdivision 2 projects.
Que Vo II Industrial Park – phase 2 is invested by Nhan Dat Tien Co., Ltd., with a scale of 277.64 hectares in Chau Phong and Duc Long communes, Que Vo town. Currently, 40.4 hectares have been compensated and cleared. In 2025, the project is expected to acquire land and clear an additional 237 hectares.
Que Vo III Industrial Park – subdivision 2 has been approved for investment policy with an area of 208.54 hectares, located in Phu Luong, Que Tan, and Viet Hung wards, Que Vo town. The investor is Manh Duc Vietnam Group Joint Stock Company. The project has compensated and cleared 50.86 hectares. In 2025, the project will clear the remaining area, approximately 171.6 hectares. Of which, rice land accounts for about 135 hectares. The investor has registered to supplement the 2025 rice land quota with an area of 135 hectares to serve site clearance.
Currently, both projects are facing obstacles in the inventory and determination of area as a basis for building plans for land acquisition and handover. In addition, the lack of rice land allocation quotas means that site clearance work has no basis for implementation.
Competent authorities have requested the Que Vo Town People's Committee to direct the Site Clearance Compensation Council to implement the following contents:
- Develop a plan to handle land consolidation issues.
- Confirm data to serve as a basis for submitting land acquisition plans.
- Timely supplement annual land use plan quotas.
Goal of completing site clearance before June 30
Concluding the meeting, the Chairman of the Provincial People's Committee requested the Chairman of Que Vo Town People's Committee to direct the Site Clearance Compensation Council, departments, divisions, units, relevant commune/ward People's Committees, and infrastructure investors to accelerate site clearance work. The focus is on the area for building essential technical infrastructure to serve the operation of the industrial park. The goal is to complete site clearance before June 30 according to the schedule.
He also requested investors to organize a methodical, professional personnel structure and prepare financial resources. Investors need to complete land procedures to build infrastructure on the cleared area, ensuring compliance with the investment project and the approved detailed planning.
