Theo đó, Nhiệm vụ Quy hoạch nhằm góp phần đảm bảo nguồn cung cho phát triển hệ thống cơ sở hạ tầng công nghiệp tại các khu công nghiệp trên địa bàn TP, đáp ứng nhu cầu thu hút nguồn vốn đầu tư trực tiếp nước ngoài và vốn đầu tư trong nước và Hà Nội nói chung và đầu tư vào các khu công nghiệp trên địa bàn TP nói riêng.
Bên cạnh đó, hình thành khu công nghiệp tập trung phát triển các ngành công nghiệp sạch và hiện đại, sử dụng công nghệ tiên tiến và thân thiện với môi trường, giảm thiểu tác động tiêu cực đến môi trường, tiết kiệm tài nguyên và đảm bảo bền vững cho các hoạt động sản xuất.
Specifically, the land area for planning is approximately 137 hectares, located within the administrative boundaries of Van Binh, Lien Phuong, and Ninh So communes, Thuong Tin district, Hanoi.
Regarding boundaries, it borders Ring Road 4 to the North, agricultural land of Lien Phuong commune to the South, agricultural land of Van Tao commune to the East, and the Phap Van – Cau Gie expressway to the West.
Regarding its nature and function, this is an industrial park oriented towards biological industries serving agriculture (high-tech agriculture); high-quality agricultural and food processing linked to raw material areas; mechanical engineering and electronics; and the development of supporting industries, utilizing modern production processes, minimizing environmental pollution, and ensuring compliance with the Industrial Development Planning of Hanoi City to 2020, with a vision to 2030, as approved by the City People's Committee.
The estimated number of workers and employees for the Bac Thuong Tin Industrial Park is approximately 7,000 people.
The Hanoi People's Committee has assigned the Hanoi Industrial and Export Processing Zones Management Board as the unit responsible for organizing the preparation and submission for approval; it is responsible for implementing the project in accordance with current State regulations on organizing the preparation and submission of planning for approval; and for organizing the collection of opinions from relevant agencies, organizations, individuals, and residential communities regarding the zoning plan project in accordance with regulations.
City departments, agencies, and relevant units are responsible for coordinating to provide information, documents, and data to the Hanoi Industrial and Export Processing Zones Management Board to serve the research and preparation of the Bac Thuong Tin Industrial Park construction zoning plan, ensuring synchronization with related sectoral and specialized planning.
The time for preparing the zoning plan shall not exceed 9 months from the date the Construction Zoning Plan Task is approved.
